Illinois Chamber Unveils Business-Led Push for Mass Transit Reform Amid Funding Crisis (Springfield, IL) – April 15, 2025 – Facing a looming $770 million funding shortfall, the Illinois Chamber of Commerce is calling on state lawmakers to enact real reform before considering new transit funding measures. Representing more than 3,000 employers statewide, the Chamber released a set of 10 Business Principles for Mass Transit Reform, outlining what it sees as essential changes to ensure the sustainability and efficiency of Illinois’ transit systems.

Lou Sandoval, President and CEO of the Illinois Chamber, emphasized the urgency of the situation. “Our state’s economy relies on a reliable, safe, modern and efficient transit system that provides access to jobs, services, and opportunities,” Sandoval said. “We are at a critical juncture in terms of transit funding in Illinois.”

The Chamber’s principles call for a reform-first approach, including cost efficiencies, stronger oversight, and a focus on the rider experience. Key recommendations include restructuring governance for better accountability, prioritizing public safety and accessibility, and ensuring that the business community has a seat at the table in future decision-making.

The Chamber also applauded recent legislative hearings that have pushed for greater transparency and collaboration around mass transit reform. However, it stressed that any proposed funding increases must be preceded by demonstrated improvements.

Among the top priorities are restoring public trust in transit, improving communication with communities and businesses, and integrating private sector insights into policy-making.

As legislative discussions continue, the Chamber is urging lawmakers to engage in meaningful dialogue with the business community to support transit infrastructure, drive economic growth, and create jobs.
