Op-Ed: Senator Patrick Joyce (July 2026) – One of the most rewarding parts of serving in the Illinois Senate is meeting people whose passion inspires others to believe that meaningful change is possible. This month, I had the opportunity to celebrate one of those visionaries as the State of Illinois invested $2 million to help launch Second Story Ranch in Crete: a unique addiction recovery program that I believe has the potential to transform lives for years to come.
Over the past several years, I have gotten to know Jim O’Connor and watched his commitment to helping people struggling with addiction. His vision is simple but powerful: provide individuals in recovery with a safe place to live, meaningful work, life skills and the support they need to build lasting independence.
Jim never stopped advocating for his mission. He shared his own recovery story, met with legislators from both parties and demonstrated how a working horse ranch could become a place where people find hope and a second chance. His passion convinced me this was exactly the kind of investment government should make.
With the state’s $2 million investment, Second Story Ranch can begin construction on the facilities needed to serve men recovering from addiction while preparing them for employment and independent living. I truly believe this program will become one of Illinois’ premier recovery models because of the leadership, vision and compassion behind it. This investment is about changing lives and strengthening families throughout our region.
Creating stronger communities also means investing in the places where families gather every day.
This month, I encouraged municipalities and park districts throughout the 40th District to apply for Illinois Department of Natural Resources Open Space Land Acquisition and Development (OSLAD) grants. This year, $37.5 million is available statewide to help communities improve parks, playgrounds, trails, athletic fields, fishing piers and other recreational amenities.
These grants are especially important following the severe weather many communities experienced this year. OSLAD funding offers an opportunity not only to rebuild damaged parks, but to make them even better for future generations. Parks strengthen neighborhoods, improve quality of life and create spaces where families can enjoy the outdoors together. I encourage every eligible community with a project in mind to apply before the Aug. 31 deadline.
I was also pleased to announce that more than $385,000 in state grant funding has been awarded to 21 public libraries and school districts throughout the 40th District. These funds will support literacy programs, technology upgrades, construction improvements and enhanced security for libraries that continue serving as important educational and community gathering places. Libraries do much more than lend books—they connect neighbors, support students and provide lifelong learning opportunities for residents of every age.
Another important milestone this month was Governor Pritzker’s signing of House Bill 4695, the funeral industry oversight legislation I sponsored in the Senate. Following the disturbing conditions uncovered at a Chicago Heights crematory, it became clear that Illinois needed stronger oversight to protect families during one of the most difficult times in their lives.
The new law expands the Comptroller’s authority to inspect licensed crematories, investigate complaints, suspend licenses when public safety is threatened and impose stronger penalties for violations. Throughout the legislative process, I worked closely with both the Comptroller’s Office and representatives of the funeral industry to develop legislation that improves accountability while allowing ethical funeral professionals to continue serving families with dignity and compassion. The law takes effect Jan. 1, 2027.
Finally, with the hottest days of summer now upon us, I encourage everyone to take precautions during periods of extreme heat. Stay hydrated, limit strenuous outdoor activity during the hottest part of the day, wear lightweight clothing whenever possible and check on older neighbors, young children and anyone who may be especially vulnerable to heat-related illnesses. A few simple precautions can help everyone enjoy a safe and healthy summer.
