Illegal Sports Betting Draws Scrutiny in Illinois Ahead of NFL Season (Chicago, IL) – With the NFL season underway, concerns about illegal sports betting are again drawing attention from regulators, law enforcement officials and consumer advocates in Illinois.
The Sports Betting Alliance, an advocacy group representing licensed online sports betting and gaming companies, is warning consumers about offshore betting websites and unlicensed bookmakers that operate outside the state’s regulatory framework.
The group says illegal operators can leave bettors without protections available through licensed sportsbooks, including age verification, responsible-gambling resources and avenues for resolving disputes.
“When sports fans turn to illegal betting options, they face zero options for recourse when they get scammed, zero problem gaming protections, and zero oversight,” the alliance said in a statement.
The concerns come as federal and state authorities have taken action against illegal gambling operations.
One federal case, known as Operation Porterhouse Parlay, involved an indictment charging 22 defendants in connection with an alleged illegal gambling enterprise. According to the Sports Betting Alliance, the case involved illegal betting operations as well as allegations of extortion, threats and intimidation related to collecting gambling debts.
The FBI has also warned that participation in illegal gambling can expose individuals to fraud, violence and other criminal activity, while potentially directing money toward organized crime.
Illinois Attorney General Kwame Raoul joined attorneys general from other states in calling on the U.S. Department of Justice to address illegal online gambling operations. In their letter, the attorneys general said unregulated platforms can expose consumers, including young people and vulnerable adults, to fraudulent activity and addictive gambling without regulatory oversight.
Illinois regulators have separately taken steps against unlicensed gambling operations. The Illinois Gaming Board and Raoul’s office have issued cease-and-desist letters to operators accused of offering illegal gaming or sports betting services in the state.
“Illegal online gambling operations threaten consumer protections, undermine responsible gaming safeguards, and are antithetical to the public’s interest in regulated gaming,” Illinois Gaming Board Administrator Marcus D. Fruchter said. “The IGB will continue to evaluate all available regulatory and law enforcement tools to combat illegal gambling and to protect Illinoisans.”
Raoul has likewise emphasized the state’s licensing requirements.
“The law is clear: Gambling in Illinois must be properly licensed and regulated,” Raoul said. “Unlicensed gaming operators put Illinois consumers at risk and undermine the integrity of our regulated gaming market.”
The Sports Betting Alliance also pointed to Illinois Gaming Board data that it says shows a decline in wagering activity through licensed platforms following implementation of the state’s per-wager sports betting tax.
According to the alliance, legal wagering volume declined by nearly 20% when comparing September 2025 through June 2026 with the same period a year earlier. The group attributes the decline in part to the higher cost of placing legal bets, though the data itself does not establish that the tax was the sole cause of the change.
Illinois implemented a per-wager tax on sports betting in 2025, making it one of the first states to impose a tax based on individual wagers rather than solely on sportsbook revenue.
Consumer advocates have also raised concerns about fraud associated with online gambling. The Better Business Bureau has reported complaints involving scams and fraudulent activity connected to illegal gaming websites.
The bureau has warned that the rapid expansion of online gaming has created opportunities for fraudulent and pseudo-gambling operations to operate alongside legitimate businesses.
The Sports Betting Alliance represents companies that operate in jurisdictions where online sports betting and gaming are legal and regulated. Its members include bet365, BetMGM, DraftKings, Fanatics and FanDuel.
As Illinois bettors turn their attention to the NFL season, regulators and consumer advocates continue to emphasize the distinction between licensed sportsbooks and operators that function outside the state’s regulatory system.
