20th Ward Aldermanic Candidate Tshey Gebre Promises 72-Hour Response Time, Rent Caps, and Greater Transparency (Chicago, IL) — Citing constituent frustration over unreturned phone calls and civic neglect, local public sector veteran Tshey Gebre is mounting a campaign for 20th Ward alderman built on guaranteed response times, housing protections, and expanded neighborhood transparency.

In a recent interview, Gebre said the decision to run stemmed from personal observations since moving to the ward in 2021, as well as a pivotal moment when he felt silenced during a ward meeting. Gebre argued that current ward leadership consistently ignores resident calls until campaign season arrives.

“The primary gap is a lack of timely responses,” Gebre said, noting that residents across Woodlawn, Washington Park, Fuller Park, and Back of the Yards are left feeling dismissed when seeking basic municipal services and safer streets.

Rapid Service Delivery and Remote Ward Offices

To bridge demographic and geographic divides across the ward, Gebre pledged to open a satellite ward office in Back of the Yards equipped with bilingual staff to assist Spanish-speaking residents.

Gebre also committed to establishing a strict policy requiring his administration to respond to every constituent inquiry within 72 hours.

Housing Stability, Rent Caps, and Parkway Gardens

Addressing the impending economic impact of the Obama Presidential Center after years of community discussion, Gebre warned that long-time working-class residents risk being priced out without proactive legislative protections.

To curb displacement in Woodlawn and Washington Park, Gebre proposed implementing a 3% to 5% cap on annual rent increases by landlords. He also emphasized expanding down-payment assistance programs and homeownership counseling to help renters transition into buyers.

“Homeownership is essential for preserving historical community identity,” Gebre stated, emphasizing that long-term stability relies on residents owning property rather than remaining perpetual renters.

Gebre also addressed housing standards, pointing to severe neglect at the Parkway Gardens complex, where residents continue to report unaddressed pest infestations, including roaches and mice. On broader affordable housing discussions, Gebre sought to clarify public misconceptions, noting that subsidized developments are tied to Area Median Income (AMI) limits intended to support working-class families rather than arbitrarily low rents.

Safety, Parks, and Youth Job Training

Addressing public safety and neighborhood upkeep, Gebre called for greater grassroots civic pride alongside mental health resources. Recounting personal experiences sweeping his own block alongside his child, Gebre argued that neighborhood stability requires active community involvement alongside city investment.

For local youth, Gebre highlighted an urgent demand for job security, vocational training, and local career fairs.

When asked about local infrastructure, Gebre expressed skepticism toward traditional community centers, arguing they often fail to serve entire neighborhoods equitably. Instead, he pledged to prioritize funding for Chicago Park District facilities, pointing to after-school programming and youth swimming lessons as vital community anchors.

To maintain accountability at City Hall, Gebre outlined plans for mandatory monthly ward meetings featuring live video streams, multi-channel digital communications (including text and email alerts), and the creation of a cross-ward “neighborhood think tank” to ensure equitable policy decisions.

Gebre brings 15 years of public sector experience to the race. A Chicago native, South Side resident, union member, and Chicago Public Schools parent, Gebre holds an associate degree from the City Colleges of Chicago (having attended Truman and Kennedy-King colleges) and a degree in organizational leadership from Benedictine University.
