Grayslake Man Indicted in $17 Million Healthcare Fraud Scheme (Chicago, IL) – A Grayslake man has been indicted on federal charges for allegedly submitting more than $17 million in fraudulent healthcare claims through two sham therapy companies.

Prosecutors say Shawn Bashir, 39, created fictitious entities called Success for Kids and Growing Kids Therapy that purported to provide early intervention services for children. Between 2019 and 2025, Bashir allegedly filed about $17.3 million in false claims to a private insurer for therapy sessions that never took place. According to the indictment, the insurer paid out at least $1.4 million as a result.

Bashir faces eight counts of healthcare fraud and two counts of aggravated identity theft. He pleaded not guilty during an arraignment last Friday in federal court in Chicago. A status hearing is scheduled for Nov. 12 before U.S. District Judge Sara L. Ellis.

The case is the first indictment filed by the newly formed Healthcare Fraud Section of the U.S. Attorney’s Office in Chicago, established last month by U.S. Attorney Andrew S. Boutros to intensify efforts against fraud in the healthcare system. Boutros noted that since April, the office has charged nearly $2 billion in alleged fraud schemes.

The investigation was led by the FBI and the U.S. Department of Labor’s Office of Inspector General, with assistance from the department’s Employee Benefits Security Administration. Assistant U.S. Attorney Irene Hickey Sullivan is prosecuting the case.

Officials emphasized that an indictment is only an accusation and that Bashir is presumed innocent unless proven guilty.
