Sugar Grove Mayor Reaffirms Village Must Honor 2024 Crown Development Contracts (Sugar Grove, IL) – Amid renewed public debate over the Crown Development project and a recent court ruling involving the proposed dissolution of a local TIF district, Sugar Grove Mayor Sue Stillwell is emphasizing that the village is legally obligated to uphold contracts approved under the prior administration.

Stillwell said the agreements with Crown Development, along with the steps taken to establish the Tax Increment Financing (TIF) district tied to the project, were finalized before she took office — but remain fully binding.

“The contracts with Crown Development were established before my administration took office,” Stillwell said. “As were the votes taken during the steps to create the TIF District.”

After reviewing the documents with village staff and attorneys, Stillwell said it is clear Sugar Grove does not have the authority to void or withdraw from the agreements without facing significant legal and financial consequences.

“The Village of Sugar Grove has no choice but to uphold all binding agreements,” she said. “It is important to understand that we have no authority to back out of these contracts without serious consequences.”

Breaking the contract, Stillwell warned, would expose the village to costly lawsuits while still obligating Sugar Grove to comply with the agreement’s terms.

“Taxpayers would pay a terrible price,” she said. “This would result in a significant financial burden that would ultimately fall on the shoulders of our taxpayers.”

Stillwell said her administration remains committed to transparency, accountability, and ensuring developers adhere to village standards while fulfilling obligations inherited from previous leadership.

“We must follow the law, we must honor our contractual obligations, and we will hold all companies developing property in the Village to the highest standards permitted by law,” she said. “We will continue to work diligently to keep our previously made obligations, keep our residents informed, and keep our eyes on all developers doing business with the Village.”
