Illinois Senate Passes Homeowners Insurance Reform Backed by Sen. Willie Preston (Springfield, IL) – State Senator Willie Preston is backing newly passed legislation aimed at protecting Illinois homeowners from steep insurance premium increases and improving transparency in the insurance market.

Preston, a Chicago Democrat, said the measure is intended to help families already struggling with rising household costs by preventing sudden and excessive homeowners insurance rate hikes.

“Families across our communities are already stretched thin trying to keep up with groceries, gas, mortgages and everything else going up around them,” Preston said. “Insurance companies should not be able to hit people with massive rate hikes without warning or accountability.”

House Bill 4273 would require insurance companies to provide homeowners with at least 60 days’ notice before raising premiums by more than 10%. Supporters say the advance notice would give consumers time to compare rates and seek alternative coverage options.

The legislation also prohibits homeowners insurance premiums from being “excessive, inadequate or discriminatory,” while expanding oversight authority for the Illinois Department of Insurance. The department would establish rules governing hearings on newly filed insurance rates.

Another key provision in the bill targets “cost shifting,” a practice critics say allows insurers to pass along losses or high claim payouts from other states to Illinois policyholders.

Supporters of the legislation pointed to reports of some Illinois homeowners facing premium increases as high as 27% in recent years.

“I hear from working families every day who are doing everything right and still struggling to keep up,” Preston said. “Illinois homeowners should not be paying the price for insurance company losses in other states. This legislation is about fairness, transparency and making sure people can afford to stay in their homes.”

House Bill 4273 passed the Illinois Senate on Wednesday and now advances in the legislative process.
