Joyce Advances Bill Strengthening Crematory Oversight Following Chicago Heights Investigation (Springfield, IL) – State Sen. Patrick Joyce is advancing legislation aimed at strengthening oversight of crematories in Illinois following a disturbing investigation into conditions at a Chicago Heights crematorium earlier this year.

The proposal comes after a whistleblower in February 2025 reported troubling conditions at Crown Cremations and Heights Crematory, prompting an investigation by the Illinois Office of the Comptroller. Investigators later found the facility had improperly stored more than 100 bodies.

“When we send our loved ones to be cremated or buried, it is a very sacred task,” said Joyce, D-Essex. “With this legislation we are empowering the Comptroller’s Office to ensure the best practices are followed within the funeral industry.”

House Bill 4695 would expand the comptroller’s authority to investigate licensed crematories, inspect records and review operations as deemed necessary. The measure would also allow for unannounced inspections of crematory facilities.

Under the bill, the comptroller could suspend a crematory’s license if investigators determine violations pose an imminent danger to the public. The legislation also establishes additional penalties for violations of state regulations.

Joyce said the bill was developed in collaboration with both the Illinois Comptroller’s Office and members of the funeral home industry to create stronger safeguards and accountability standards.

“What happened at Crown Cremations and Heights Crematory was shameful,” Joyce said. “With the passage of this legislation, we can prevent something like this from happening again.”

House Bill 4695 passed the Senate Executive Committee on Wednesday and now moves forward in the legislative process.
