Cook County Board of Review Reports Record Property Tax Appeals in 2025 (Cook County, IL) – The Cook County Board of Review received a record number of property assessment appeals during the 2025 tax year, reflecting growing engagement from homeowners and businesses seeking adjustments to their property valuations.

According to the agency, 290,256 appeals were filed across Cook County in 2025. The total marks a 20.97% increase compared with tax year 2022, the last time properties in the northern suburbs were reassessed, and a 5.96% increase from tax year 2024, when reassessments took place in the City of Chicago.

Appeals were submitted by a wide range of property owners, including homeowners, commercial property owners and other taxpayers throughout the county.

In a joint statement, Board of Review Commissioners George Cardenas, Samantha Steele and Larry Rogers Jr. said the agency remains focused on providing accessible and equitable services to taxpayers navigating the appeals process.

“We are committed to giving every property owner the information and support they need to navigate the appeals process,” the commissioners said. “Despite the record number of appeals we received this year, we will continue to deliver timely, transparent and accurate decisions throughout the 2025 appeal session.”

The Board of Review also expanded its community outreach efforts during the year in an effort to make the appeals process more accessible. Staff hosted in-person workshops, virtual seminars and multilingual sessions, and partnered with neighborhood organizations to assist first-time filers, seniors, small business owners and residents who have historically faced barriers to filing appeals.

Officials said the increase in appeals also reflects the board’s decision to reopen the appeal filing window for several townships that had already closed. The window was reopened from Dec. 3 through Dec. 12, 2025, following delays in the mailing of second-installment property tax bills.

The Board of Review determined the extension was necessary to ensure property owners had a fair opportunity to file appeals.

Appeals filed during the 2025 session will be reflected on second-installment property tax bills that are scheduled to be mailed in 2026.
