Illinois Gaming Board Renews Rockford Casino License, Emphasizes Advertising Compliance (Chicago, IL) – The Illinois Gaming Board (IGB) renewed the casino owner’s license for Hard Rock Casino Rockford and addressed a range of regulatory actions during its April meeting, while also reminding operators to follow updated advertising and marketing rules.

Board members approved a four-year license renewal for 815 Entertainment, LLC, which operates Hard Rock Casino Rockford. The renewal is retroactive to January 2026. The Rockford casino was the first to open under Illinois’ 2019 gaming expansion law, initially launching in a temporary facility in 2021 before moving to its permanent location in August 2024.

IGB Administrator Marcus D. Fruchter used the meeting to stress compliance with recently updated advertising regulations affecting casinos, video gaming operators and sports wagering companies.

“The IGB takes the advertising and marketing requirements seriously and expects licensees and applicants to do the same,” Fruchter said, noting that violations could result in disciplinary action.

Fruchter also highlighted changes to the Video Gaming Act that took effect in August 2025, which limit certain types of exterior advertising. The rules restrict the use of temporary signage such as banners and flags outside licensed video gaming locations to a 90-day period following initial licensure.

In addition to the Rockford license renewal, the board approved a wide range of licensing actions across the state’s gaming industry. These included hundreds of occupational licenses, new video gaming and sports wagering approvals, and several license renewals for suppliers and operators. The board also denied multiple video gaming license applications and renewals, including some tied to failure to maintain a valid state liquor license.

Among notable actions, the IGB approved a master sports wagering license for Wind Creek Chicago Southland Casino and issued more than 200 occupational licenses tied to sports betting operations.

Illinois currently has 17 casinos, along with 15 active and approved sportsbooks and nearly 9,000 licensed video gaming establishments, making it one of the largest regulated gaming markets in the country.

The board also encouraged residents to avoid unlicensed gambling operators and promoted resources for individuals experiencing problem gambling, including the state’s self-exclusion program and helpline services.

The next IGB meeting is scheduled for June 11.
