Illinois Launches Nation’s First Tax Credit Incentive for Sustainable Film Production (Chicago, IL) – Gov. J.B. Pritzker announced a first-in-the-nation expansion of Illinois’ film tax credit program Tuesday, introducing a new incentive aimed at encouraging environmentally sustainable film and television production.

The initiative, unveiled on Earth Day, offers an additional 5% tax credit to productions that qualify as “certified green productions” through the Illinois Department of Commerce and Economic Opportunity (DCEO) Film Office. State officials say the move positions Illinois as a national leader in aligning economic development with environmental goals.

“Illinois is a prime destination for film and television productions, and we’re proud to be the first state in the nation to incentivize sustainability in the industry,” Pritzker said. “Illinois is leading the way toward a greener future—one that promotes economic opportunity and environmentally sustainable productions at the same time.”

The new incentive builds on rapid growth in Illinois’ film industry, which saw a record $703 million in production expenditures in 2025 and supported an estimated 18,000 jobs. State leaders say the added sustainability component is expected to further strengthen the industry while encouraging greener practices on set.

To qualify, productions must meet environmental benchmarks such as reducing waste, lowering emissions, using energy-efficient equipment, sourcing sustainable materials and adopting responsible food practices. The Illinois Film Office will evaluate projects using a scoring system that measures environmental impact throughout production.

DCEO Director Kristin Richards said the program reflects a broader strategy to grow Illinois’ economy while prioritizing sustainability.

“We are attracting world-class productions while building the infrastructure and workforce needed for a cleaner future,” Richards said.

Officials also expect the incentive to spur growth in related industries, including clean energy and green production services. Demand could increase for technologies such as battery-powered equipment, solar trailers and other renewable energy solutions.

State Sen. Cristina Castro, D-Elgin, said the program demonstrates how states can balance economic growth with environmental responsibility.

Industry leaders echoed that sentiment, with sustainability advocates calling the incentive a “gamechanger” that could attract more productions while creating new green jobs.

In addition to long-term impacts, the initiative is expected to drive immediate changes on film sets, including reducing single-use plastics, transitioning to digital scripts and cutting reliance on diesel-powered equipment.

With the expansion, Illinois becomes the first state to directly tie film tax incentives to environmental performance, setting a potential model for other states to follow.
