DeLuca Pushes for Stricter Oversight of Taxpayer-Funded Credit Card Use (Springfield, IL) – Citing a string of controversies over local officials misusing government-issued credit cards, state Rep. Anthony DeLuca has introduced legislation aimed at tightening transparency rules and giving taxpayers a clearer view of how their money is being spent.

“Too often we see headlines of officials overspending with their taxpayer-funded credit cards,” DeLuca said, pointing to instances of first-class travel, upscale hotels, luxury dining and personal expenses charged to public accounts. “When the spending is exposed, the taxpayers are outraged, demanding reform and accountability — especially while property taxes are continually on the rise.”

House Bill 4196 would require local governing bodies to publicly review, vote on and verify an itemized statement of all credit card purchases from the previous month. The bill bars redactions and mandates that all transactions be disclosed in full. If a government body maintains a website, the monthly statements would have to be posted online.

The proposal would apply broadly across local government, including municipalities, townships, park districts, school districts and community colleges. The measure does not ban the use of government credit cards but seeks to ensure the spending is fully visible to the public.

“Public servants must be better stewards of tax dollars and manage credit card spending, especially in light of rising costs for essentials and property taxes, which create an affordability challenge for all,” DeLuca said.
