Illinois Accountability Commission Reveals New Findings, Names Agents in Fifth Hearing (Chicago, IL) – The Illinois Accountability Commission, housed within the Illinois Department of Human Rights (IDHR), held its fifth public hearing, presenting additional findings from its investigation into federal enforcement actions tied to “Operation Midway Blitz,” including the identification of several Border Patrol agents accused of misconduct.
Commission Chair Ruben Castillo described the evidence reviewed as reflecting a broader pattern rather than isolated incidents, citing testimony and documentation gathered over months of investigation. Vice-Chair Patricia Brown Holmes said the hearing focused in part on how federal policies and directives may have enabled misconduct, including questions surrounding accountability and immunity for agents.
Lead investigators outlined allegations that federal agents engaged in warrantless arrests, used chemical agents in residential neighborhoods, and submitted inaccurate or misleading reports. The commission identified several agents by name in connection with specific incidents across Chicago-area communities, including the East Side and Brighton Park.
One of the central testimonies came from Marimar Martinez, a Brighton Park resident who said she was shot multiple times by a federal agent during an October 2025 incident. Martinez disputed federal claims about the encounter and called for accountability. Her attorney, Christopher Parente, also testified, raising concerns about investigative practices and the handling of evidence.
The hearing also included remarks from former Illinois House Republican Leader Jim Durkin, who spoke about broader concerns related to civil liberties and the potential impact of enforcement tactics on public participation in civic life.
According to the commission, its investigation has included 16 cases across the Chicagoland area, more than 60 interviews, and extensive review of video footage from law enforcement and civilian sources.
A final report detailing findings, referrals, and recommendations is expected to be released to Gov. J.B. Pritzker and the public on April 30.
